HSS Joornanginy (Transformation) Program
We’re on a mission to transform HSS into a modern shared services organisation that our WA Health customers can continue to trust and rely on.
Our transformation journey began back in 2018, two years after our inception, and since then we have grown and made significant improvements across our organisation. However, we still have a lot more work to do to achieve our vision, fulfil our purpose and meet our objectives in ways that align with our values.
Knowing this, we launched our Strategic Plan 2022-26 which set bold and ambitions targets for the ways in which we will continue to change, improve and transform.
About the Joornanginy Program
We’ve made a commitment to direct our time and efforts to achieving the strategy through an internal transformation program, named Joornanginy (Joor-nung-in).
Joornanginy means ‘travelling’ or ‘journeying’ in Noongar language. We believe that the journey of implementing our Strategic Plan through our transformation program is just as important as the destination.
Our Joornanginy Program is facilitated by our Transformation and Strategy team who bring their unique talents and expertise in areas of change management, strategy, transformation, and program and project management. Our approach to change and transformation follows the HSS Change Management Framework which is based on PROSCI methodology.
This Program presents an exciting opportunity to make a positive impact for our health care workers and their patients. It comprises five themes that represent the most important areas we need to focus on and invest in to deliver our strategy.

- Empower our people
- Enhance our business performance
- Improve customer experience and;
- Build our social, environmental, and economic sustainability.
Within these themes are various initiatives to transform the way we work and better support each other and our 65,000 customers across the WA health system.
Implementation of our Joornanginy Program is well underway and has been successfully enabled through a positive change culture where our people are encouraged to think in different ways, and learn new processes and systems through knowledge sharing, training and support. By its completion, every HSS team would have been touched by the Program and had the opportunity to contribute.
Key achievements
Since the Program launched in mid-2022, we have already made some significant achievements. Some of these include:
- Transitioning our employees to Microsoft Teams calling, enabling them to work from anywhere while supporting flexible working arrangements.
- Publishing a comprehensive ICT service catalogue to support customers in understanding what ICT services HSS can provide.
- Developing a sustainability portfolio and hiring a Sustainability Manager who is exploring opportunities for HSS to practice more sustainable service delivery with positive impacts to be reaped across the WA health system.
- Designing a strategy for improved and sustainable information and knowledge management at HSS.
Some exciting initiatives within the Program still to come, include:
- Implementing a new workflow system that will provide customers with self-service capability and enable clearer customer relationship management between HSS teams so that customers can have visibility on where their service request is at any one point.
- Reducing the current recruitment cycle time so that HSS and customers can have new starters onboarded quicker.
- Supporting our ICT team to uplift capacity and capability so that they can better manage demand and priorities.
- Defining our employer value proposition and developing an employer brand to better attract and retain great talent.
- Implementing a new tool to measure and improve customer experience.
